Mr. Tsai is a licensed Professional Engineer (PE) in the State of California specializing in Traffic Engineering, with extensive expertise in traffic design, signal operations, and regulatory compliance for public-sector projects. Mr. Tsai has over 25 years of experience managing and delivering a wide range of traffic engineering projects, including traffic signals, signing and striping, Advanced Traffic Management Systems (ATMS), and multimodal improvements from planning through construction. He has strong project management experience leading Transportation Improvement Program (TIP) projects, coordinating with multiple agencies and stakeholders, managing budgets and schedules, and ensuring compliance with ADA, CA MUTCD and local design standards.
