Denwun Lin, P.E., T.E., President, Principal

Mr. Lin has over 28 years of experience in civil, traffic ITS, lighting design and computer applications. As the firm’s founder and president, Mr. Lin established LIN Consulting, Inc. in 1997 based on the principal of providing professional services with the best value and quality; on time and within budget. His oversight and commitment to quality engineering has fueled a steady growth in client demand and company size since the firm’s incorporation.

William Sun, P.E., T.E., Vice President, Principal

Mr. Sun has 22 years of traffic engineering and transportation planning experience working as a consultant with various agencies throughout California. His extensive experience includes design of traffic signal systems, signal interconnect systems, signing/striping (pavement delineation), worksite traffic control plans, detour plans, street lighting, Intelligent Transportation Systems (ITS), traffic operations and analysis and Transportation Management Plans (TMP). Mr. Sun has managed and/or produced over 200 traffic signal designs throughout California. Mr. Sun was also the traffic Project Manager for Mid-City/Exposition Light Rail and ExpressLanes Design-Build projects.

Saul Kane, P.E., T.E., Regional Director and Senior Project Manager

Mr. Kane has over 19 years of traffic engineering experience including transportation and traffic engineering design, parking surveys and design, traffic control plans, lighting analysis and design and roundabout design. He has served as a Project Manager and Design Engineer for the preparation of thousands of plans, specifications and estimates (PS&E) for traffic engineering design projects in Southern California. These projects involved traffic signals, signing/striping, traffic control plans, roadway/trail lighting, and traffic signal interconnect. Mr. Kane’s work is always prepared to meet both Caltrans and local agency requirements. His skill set also includes business development, curriculum design, marketing, regional practice leadership, staff supervision and staff training.

Gary Hansen, P.E., T.E., Regional Director and Senior Project Manager

Mr. Hansen has over 30 years of experience in transportation engineering and planning. he has worked for cities and consulting firms in the fields of transportation project/system management, traffic engineering design, traffic operations analysis and transportation planning which includes the preparation of Transportation Management Plans (TMP). Mr. Hansen has extensive experience assessing the impacts of proposed improvements on existing facilities. He recently prepared two TMP’s for the Orange County Transportation Authority (OCTA) and is supervising the analysis of construction traffic impacts and preparation of detour plans for the Port of Long Beach.

Rey Galura, Senior Project Manager

Mr. Galura has over 29 years of experience in civil engineering and design calculations, estimates, and CAD. His project experiences includes street improvement design, site engineering design, grading and drainage design, hydrology, SUSMP, WQMP, and the design of sewers, storm drains, and water systems. Recent projects for which he has served in a task lead or project management role include; Huntington Medical Center – Arcadia, Intersection Improvements on Temple Ave. – City of Pomona, Site Grading and Drainage, Copper Hill Park – City of Santa Clarita, Street Improvements on Iowa Ave. and Main St. – City of Colton, and numerous Private Development projects related to civil engineering design and construction.

Ray Kommidi, P.E., T.E., Senior Project Manager

Mr. Kommidi has over 12 years of work experience in traffic engineering, civil engineering, geographical information systems, and transportation planning with LIN Consulting. He has assisted in the design and operations of various traffic signals and roadway projects such as: the Metro ExpressLanes project for Metro and the Mid-City/Exposition Light Rail Design/Build project in the City of Los Angeles. Mr. Kommidi has served as Task Lead for several projects involving Transportation Management Planning and has in-depth experience performing traffic studies using various computer analysis tools such as SYNCHRO, TRAFFIX, and TRANPLAN.

John Merrill, P.E., T.E., Senior Project Manager

Mr. Merrill has over 15 years of experience and has designed, planned and performed traffic operations analysis for numerous studies and final design projects, involving modes ranging from vehicular, transit, bicycle, pedestrian, and goods movement. Mr. Merrill is responsible for providing traffic expertise on volume projections and simulations, level of service analysis, traffic signal design, signing, striping, as well as maintenance of traffic plans. His civil design experience includes roadway alignments, right of way investigation, and construction staging. His research into pedestrian crossing behavior and VISSIM modeling approach has been used by agencies to enact mid-block crossing policies. His civil roadway and traffic engineering project experience spans over six states, and has applied this knowledge to assist agencies with program management and project funding. He has been an essential asset on both small and large projects, from concept through construction.
